France had an arbitrary government, but one which was illogical and frivolous

and opposed by an opinion which found a thousand exits through which to escape, and so France retained interest in public affairs. France preserved, if not the right, at least the ability to concern itself with them, and if the two monarchies perished, it was in a different way, each in conformity with the cause of its decline. Paralyzed Spain was never of any use during the two centuries of its lethargy, neither to itself nor to Europe, despite the sublime qualities which were seemingly buried in the character of its inhabitants. France, in its most profound abasement, spread enlightenment around it, preserved intellectual life in literature, and finally gave the noble signal for freedom.
